Does my dog have an eye infection? help please!?

It could be allergies but the white spot on the left eye is an injury to the cornea and she needs to see a vet. ASAP. It will only get worst not better and it is very painful. Cataract are inside the eye not on the cornea so I doubt that it is a cataract.
