My 15 month old daughter is having drainage from her ears every day & stays sick.Wat does this mean?

I clean her ears & wipe them with a washcloth & 5 mins later she has crusty stuff in & around her ears again.My mom thinks she needs tubes but she has only had 2 ear infections in the past.But she always has a cold & meds dont help.I dnt know wat to do anymore.Help please.
