IE is not set by default to find an Internet connection, therefore at time it will load a page and other times it will not. Open tools, options and tab over to connection, when it opens click on LAN and click on find connection automatically, click OK and then close the browser. The try to use it again. If it continues to give this error message then you are correct about CCleaner removing a required file. That is a program I do not recommend to people.
