Dry flakes of skin above my lip?

I take very good of my lips. And i moisturize my skin. But i keep getting like these like dry flakes of skin above one side of my lip and sometimes itll move from one side to the other. Its not a coldsore. I've tried gently removed the flakes with a warm washcloth and then applying vaseline. It always comes back after a few hours. And its worse in the morning when I wake up cause I wasnt able to apply anything while I was sleeping. Please tell me whats wrong or suggest a good product or tell me how to get them to stop doing this! It would be greatly appreciated. :/
