My cat must have laid in vomit and has a hard shell mat on his hindquarters.?

I cannot cut it out or comb it out, as it is glued to his skin. I've tried wet washcloths and Vaseline. He's a Siamese and is overweight so he cannot reach it. It really stinks too! Any suggestions?
